What is the best way to mitre tubes for bicycle frames?

do you mean notching?? for a miter your best bet is a bandsaw or chopsaw

You need a tubing notcher. You can buy cheap ones at HF which is fine for hobby building. If you plan to manufacture bicycles then you will need a much more powerful notcher.
The cheap way to do it is a hole saw style notcher- HF, or maybe a step up to the old joint jigger- www.dalewilch.com
this style uses a hole saw. the holes saws wear out, but are easy to find.
Next step up goes up quite a bit in price- mittler bros and others make either milling machine style notchers, or belt sander style notchers- both run from 2 grand to 5 grand, but are designed for production work.
