Any Welders Available in Philadelphia, PA?

I am looking for a welder in Philadelphia to weld the railing that my husband installed on our front porch. It needs to be welded together in 8 spots total.

What should I look for in hiring a welder to do this?
Is there a site that I can visit that will lead me to professional welders in Philadelphia, PA?
Does anyone know about how much this will cost?
