Don't know if there are engineering schools listed, but AWS has a list of welding schools.

There is LeTourneau University in Longview, TX. It has a very good BS Welding Engineering and Welding Engineering Technology program that is accredited by the ECPD. It is a non-denominational private christian university, so you would have to be open to a faith based environment. It was founded by a wealthy christian engineer/industrialist. When I graduated, they had a 97% placement record, and I had 5 job offers before school ended. It is expensive now at around $15k-$20K per year. You could try going to a local community college for a year of two and then transferring to a BS WE program to save money and stay in Tulsa.
