I recently repaired an ancient Airco BusyBee 250 AC/DC box...from what I've been told it is similar to a Miller rig.

It was donated to my high school from an HVAC company. I've been using the machine with no problems for a couple of months now - however it came with about 100 Ft. of cable for the stinger and a 15ft ground wire. The leads are definitely original, and are cracked in a lot of places. I tried to run through them and tape all of the spots where the insulation had cracked through to the copper (about 5 spots). Mostly, the outermost layer of insulation is cracked. I made sure that the power cable was structurally intact - it is.....old asbestos insulated cable!!!

Should I try and get the school to buy some new leads?

It doesn't hurt to ask. Worst they can say is no.

It would not hurt. My experience when leads get cracked like that when they are bend and being used they will start flaking off insulation. I usually strip my old "bad" cables and sell the copper to help the cost of the new cables. Those bumblebee's are some good welders. I think you will be pleased.
