Guy is asking $1,500 for a dv-600 with leaf, gun, and wire feeder. Medi/low hours. Is thus a fair price?

All depends on age & condition. It is a three phase ONLY machine.

Being there are some great deals out there right now, I would say no. Not unless you had a job sitting in your shop for it that paid very well.

Not when I have seen later models go complete for a few hundred bucks a piece at auction.

Hold on to your money, wait for a better price.
