From their complete lack of information it's rather difficult to determine what process it is.
You might ask for an MSDS and work from there.
There are several ways to blacken iron or steel, including parkerizing.

Hey vipermanz,

I found this to be somewhat enlightening but it may be taking the process a step beyond
what you need since the man is talking about blackening handguns in preference
to bluing them.

Only if you tell me what you are trying to blacken.

Viperman, in that case I'd recommend RustOleum.
Steel blackening is a nasty process, employing some VERY caustic chemicles.
I know, you want the Secret formula anyhow.
Place your left hand on the BLUE welder, raise your right hand, and swear you will NEVER divulge this information under penalty of having to forge weld everything for the rest of your life.

Black oxide steel finishing
5 lbs. sodium hydroxide (lye)
2.5 lbs. ammonium nitrate (can use ammonium nitrate fertilizer)
1 gal. water (distilled is best)
Heat to 285 deg F in a mild steel container (do not use stainless, it contaminates the solution and gives a bad finish) and immerse objects in hot solution for enough time to get the color you want.

red devil ought to be available just about any place that sells cleaning supplies. Except of course in Kalifornia. Damn meth cooks get everything pulled off the shelves.
