How do I change the MIG gun liner Miller 250

I have a Millermatic 250. I have noticed that the wirefeed is not smooth unless the cable is free of loops or bends. In the past this wasn't a problem. Do I need a new liner? If so, how do I change it out?

Yep, it sounds like it's time for a new liner.

They're not hard to do.

Go to your local welding supplier and tell them what machine you have, what gun type you have, and what length gun cable.

Disassembly of the unit is pretty straight forward.
