Hobart Plasma Arc PC100

Hi, I just need to know if this machine is a cutter or not. It sounds like it is, but I just need to know for sure, the guy might sell me one for $50, but he has no idea what it is. I dont want to have to drive all the way up there(120 miles, just to find out it is only an arc welder or somehthing.

most likely it's a console for plasma arc welding, with out a power source. Thermal arc sells something similar, based on hobarts design. some might be able to be used for tig, w/ the hi-freq. built in.
