Weld inside & outside seams/joints?

Say for example when your welding angle for a cart, table, etc. Where they join together do you weld the inside join/connection and the oppositte, outside connetion?

I go all the way around whenever possible..

You can bevel the top and fill it and then grind flat..

...zap!
