machine take a second to idle up after arc.

(newbie)I'm looking at buying a1968 redface f162. The guy said when he strikes the arc it won't idle up for about a second or 2 he's asking $1600 what can the problem be?

Probably a sticking needle valve or a mis-adjusted vacuum trimmer in the R-57 idler unit if still so equipped.
