The meter was there but I guess they booted it- guy just decided to throw some jumpers on the service wires and get some free electricity

I remember driving many a ground rod that way to get a service back on. (Out here you need a demolition hammer to drive ground rods).

WOW. We see guys jumping meters on jobs all the time, but climbing the pole and connecting directly to that? Someone's got a big set of balls, or are ridiculously stupid!
