Since I no longer do safes for the local "expert" in his mind, I'll let the feline out of the bag.
Most "repaired" safes leave the shop with an undercoating of trunk paint, and topcoat of whatever color the customer wants. Generally a safe, even new, is so full of wows you wouldn't believe it, so the factory paints them with stuff that hides the defects.
