Looking at the Hobart Handler 140 model and was wondering
if this unit is a good for light duty work around the home/farm....

Will I be able to realistically weld 1/4 stock (for bumpers, repairs,
etc.) with this unit? I'm limited in my choice due to a lack of
220 in the garage/shop and also a lack of moola in the back pocket
...so can I make do with the HH140?

Yes, you can "make do." Do not attempt structural welds (vehicle frames, trailers) and make sure that bumper gets multiple passes with flux-cored wire, which penetrates significantly better than solid wire.

It's usually easier than people think to put 240V service to their shop. Let us know where your power is now and where it would have to go, as well as what your panel looks like.

A HH187 is 4X the machine of a HH140 for not much more moola.
