I'm going to wire up some led tail lights and I'm wondering how many lumens I should get the leds in. I'm looking at wiring each tail light with 20 leds at 8000 lumens each. Is that too bright?

8000 lumens each? I think that you are mistaken. Top performers today are more than an order of magnitude lower output than that, with typical production devices in the ballpark of maybe 50 lumens at the bright end.

Of course, an 1157 taillight bulb produces only 400 lumens, give or take, for the bright ffilament (brake), and about 40 lumens for the dim (running light) filament.
