Trailblazer 302 no weld output without TIG torch connected

You may remember a while back I was troubleshooting a "no weld output" situation, I gave my power board to a buddy with the same welder and it worked perfectly for him.. I figured the control board was toast then
Anyhow, I just got a Syncrowave 250DX, and thought, what the heck, plug it in.. as soon as I hit the go pedal on the torch I heard the engine load up, and sure enough, it welds just fine.. Still never idles down though.

I'm missing the dust cap for the 14 pin connector, Is there a connector in there that's needed to short out the contactor?

Yes, I've had the selector switch in every conceivable position, I figured if it was in Stick with electrode hot it would automatically energize the contactor.. Is there a difference in function between the 24VAC and 120VAC contactors?

The TIG torch controls also wouldn't vary the amperage, is this normal or not for this welder?

Seriously, you will find no better help available. They are good guys and will hold your hand through it, which apparently you need.

Miller tech support is super helpful. I've emailed them and called them a couple times - excellent advice.

    X3 on contacting Miller support
I've contacted them several times and very helpful and prompt
The dust cap does not have any shorting pins, just a screw on cap
I've attach a picture that isn't very clear but hopefully helpful
