I would be tempted to cut the top off the chain plate, just above the inserts and add a doubler, perhaps an angle, drilled for the inserts and welded onto the existing vertical plate as well as the deck, to provide the height to be as high as the original. Presumably your turnbuckles would need to be modified to be wider, if possible, to span the thicker plate? Please keep us informed as to how you fix this?
