Can a mig sheilding gas tank be used horizontally?

Sure. The gas in the tank of compressed gas doesn't care.

But watch out for some DOT-types. They freak and/or write tickets for a compressed gas tank that isn't vertical. And -some- possible 'interpretations' of OSHA regulations are that tanks have to be vertical AND have the safety caps over the valves whenever a tank is transported or 'not in use'.
