Simple green and hot water is great. After I mill parts, I wash them in a utility sink with simple green before welding. Oil doesn't just grind away and you could contaminate your flap wheels with oil. New steel is also covered in oil and gets cleaned the same way. I do have a couple of stronger cleaners, but the simple green is easy on the skin and safe around animals and is fast to scrub and wash with water. For small areas, thinner works fine, as you have found. When I cnc plasma cut parts from sheet, I sometimes wash, then grind and debur, and wash again before welding or blasting or painting. The oil floats in the water table and that mess transfers from parts to all of my tools, gloves, etc.
