Powder coating square tubing

Had a self-made 6' stair hand rail of sq. tube for my place on the beach powder coated. It was sealed, with caps welded on all exposed ends. The power coater used a rust resistant primer at extra cost. When I got it back, I noticed that one of the caps on the bottom was drilled through. When asked why, they said they have to do that to ensure a problem-free coating. When the piece is heated to bake on the coating, the air inside the piece expands and any pinhole leak will cause a pit in the coating due to escaping air. :)
 
LOL and now moisture has a way of condensing inside! At this point would you use epoxy or a jbweld type product for that drilled hole Dmaxer?

The end he drilled was buried in a concrete footing, so I figure it will be sealed ok that way.
