Longevity migweld 140 making loud noise when connected

I bought this welder around 6 months ago, and its been doing a good job but now out of nowhere when I connect it it starts doing this noise, different houses different outlets its always the same thing, I connect it and in 15 seconds or so, it starts making that noise, sometimes it stops and starts again without me doing anything to it.

do you have any idea of what could be wrong with it, is it an easy fix? or should I just replace it?
