Looks like they isolated the Ground bus bar and the neutral is still bonded to the case>

Yes it should be the other way around. In fact the grounding bushing on that pipe that the green wire goes to is grounding the ground bus anyway. Nut the neutrals should not be bonded.

yes, sub-panel fed from main panel behind that wall. This was installed by an electrician during a Solar installation.

My friend opened it up to add the 6-50R and It was so wrong inside I needed a 2nd look from you guys because I couldn't believe it.

It would be easy enough to fix just have to pull in new neutral wire to get to neutral bus, looks like Ground will reach back over to the ground bar. Can not see what the wire gauge is to panel but it doesn't look like it's much bigger than an eight or six so looks like the panel could be already overloaded!
