Flux core wire. Settings .030 vs .035

Question on flux core. I have a Miller Passport 180.

Looking at .030 and .035, Lincoln NR211 and Hobart 21B Fabshield.

Some questions on these wires.

When welding with it, why the variance in volts/amps? Is the purpose to match the wire feed and volts to the type of material you are welding? IE 1/4" requires (per Miller's calcuator) around 15-16 volts @ 170-190 amps. Do you set the parameters to the welding table on the welder or go to the 15-16 volt line for the specific wire? Is that basically saying that .035 wire will not weld 1/4" steel, seeing as though it has a max of 160 amps?

What is meant by efficiency?
