    Need help identifying homemade tool

A few years ago, the house across from me sold to new owners when the old widow living in it finally died. Her husband was a machinist who died in 1974, and the basement was full of various tooling, as well as a Clausing model 6339 lathe. I got the lathe and hundreds of pounds of tooling , for the lathe, and a long gone Bridgeport. I had all the tooling in 5 gallon buckets and plastic bins in the basement and didnt get a chance to really get into it. Now i need the space so i want to go through it and organize it. If i am stumped about what something is, I will post various photos and see if brothers could help out.
Here is some of the random tooling, and the last photos are of something i cant figure out.

Looks like its probably a radius tool for cutting spherical shapes on a lathe. The cutting tool would go in the small square hole. As you turn the crank the tool moves in an arc

Can anyone advise what this is? It was on the pile of crap that i picked up. I thought it was a welding spoon, but it is an odd shape, and i dont think the guy welded anything.
