Victor didn't make too many 3-tube torches so I doubt it. But why don't you put a picture up of the whole torch? Somebody will probably identify it in a snap if they can see the whole thing.

 

Here is a complete picture. The unkown beast is on the right (top of the picture). Mrmikey is possibly right but what a shame on Air Liquid if their logo is the same as Victor but upside down

 

Nope, Used to be called Liquid Air, now it's Air Liquide .

Also their tip has two steps or seats on it, the Victor has one............Mike

3 tube torches have one tube for acetylene, one for "mix" O2 used to set the preheat, and one for cutting O2. Gasses are mixed at the tip on these vs the 2 tube torches where the preheat gases are mixed at the torch handle and sent to the tip in one tube while the cutting O2 is sent to the tip in the 2nd tube.
