    Yes the tank pressure is 3,000 psi

    It's all about bringing the pressure down & making the volume variable, in some cases both pressure and volume may be adjustable, the gas replaces the flux in stick welding and flux core mig, it shields your weld while it cools, without a regulator or flowmeter it might get dangerous, REAL QUICK. That pressure just might make that little molten puddle a 3000 PSI projectile. BE CAREFUL!

    Yes, In my opinion it is necessary to use. If you ask which regualtor do I need for Mig and Tig Welding then answer is, Argon Regulators normally show Gas Flow Rate in Litres Per Minute and Cubic Feet Per Hour. It's important to make sure the Delivery Gauge reads Flow Rate as most Mig and Tig Welders will quote a recommended delivery in Litres per Minute. An Argon Regulator should also be used for Argon/Co2 Mixed gases.
