    Help needed powcon 400smt

Ok so this is the story guy had this listed for 200$ on offerup had 3 phase plug on it. Told him that without seeing it power up i was willing to do 175$ A steal (i thought) so i picked it up cut the plug off and followed the directions on the underside of the case rotated circuit board 180° so that 230v was on the top removed brass buss bar that connected 3and4 and moved it to 1 and 2 and added buss bar to 3 and 4 droped the red wire on breaker/on off switch and isolated it. Now i plug in and when i flip the breaker to on it comes on very briefly with a strange noise then kicks off not sure if this is a capacitor issue possibly a on off breaker if anyone is familar with these machines or has had this issue i could use some knowledge i hate going down the rabbit hole

    Cheers justin
