How long of a drive are you from Richmond? Just for reference. There are probably some big metal suppliers in Northern VA and I know there are in Richmond. Probably one in Chesterfield, too, since there's an industrial supplier out there (either McMaster or MSC - I forgot)

I used to get scrap metal from a local welding business in town, one the owner [Frank] of my LWS had helped its owner [Bob] set up years ago. Bob had a laser cutter which left a 10-12/1000" kerf in 1/2" stainless...and he made everything from computer equipment chassis to roller coaster cars. Unfortunately, during an economic bust, he didn't get paid for lots of work his shop had done, and went out of business. This area has few such shops left.
Your area may still have similar businesses; if so, talking to the owner of one may bring a similar association to the one I had. Guessing that you may be near Harrisonburg, a quick (and 'dirty') search found the following first result [ignore the suppliers; check out at the real welding shops listed, or ask for names of some in your area]:

. I appreciate your offer. I think I will try to find some fall offs from a local welding company. I made a couple of calls, and one place sells their srap for about 50 cents a pound. It is only about 4 miles from me, that does a lot of fabrication for the poultry industry, [farms, plants,etc] . Thanks again for the offer!

i buy flat strap from the scrap pile of a local metal supplier then cut it my self with a metal chop saw. steel prices are rediculous even for scrap but theres nothing else you can do

Google "steel services" and your zip code to find a steel dealer. Explain what you're looking for and ask to buy drops.

Buy the code book new or used. Find the coupon sizes for the plate thickness and find a metal supplier to cut or shear to size, but make sure to ask for the test reports or cert of compliance. Then weld away.

I have used bed frames for miscellaneous projects over many decades, including racks and brackets, and haven't (ever?) found the steel to be "garbage", although it used to be high carbon so needed more care than mild steel would. Haven't worked with any recent frames though.

Did you try buying from the school ? Is this class just for home hobby use ?
Check with the local Union Ironworkers and Pipefitters Apprenticeship schools. Maybe consider getting an application from them and they'll pay you while you learn.
Are you looking only for flat stock or pipe too ? Ask the school if they would sell you material.

They sell coupons that are made from the right material, and have the numbers on them needed for testing, and documentation, if you need that. Easy enough to find the sizes, and angles, and make them yourself for practicing.
If you want to have the pieces tested, and documented , I believe they do that too.
I have to imagine they have a place within a hour of you that does something similar. Norfolk has a Navy, and Coast Guard base there. The last trailer I bought from Tractor supply was made in Virginia.
The last time I stopped for gas in Virginia (on my way to VA hospital in Birmingham AL) :
My oldest daughter used to live in Woodstock for several years, not too far from Winchester. She lived in a cabin right on the seven bends just below the Woodstock tower. Really pretty views from the tower.
Would love to vacation there, very quiet , looks like good fishing on the river.
Bed frames are "Mystery Metal" , they can be any thing from folded cold rolled, to super high carbon steel. Hard to know by just looking. Save for small brackets, and non critical repairs only.
