Being from Wisconsin these days, I have heard the term. I was working with a contractor at work who came in from Green Bay. As we were talking it came out that he was from Chicago. Now I know he's heard it a million times so I said "so yer a FIB, then?" He said Yup! Fabulous Illinois Boy! LOL Then he went told me one I hadn't heard: FISHTAB F'n Illinois Sh!t Head Towing A Boat All in good fun.
 
I used to use several house trailer axles for utility trailers. Still got one. I know, not great, but moved a lot of stuff at the time. Bought wheels, hubs, etc from a guy who moved used mobile homes for people for a living. All his axles were 2 piece. He cut them in 2, welded a 4 ft or so pipe to one side of the axle, left the other unwelded. He would slip these halves together, extend them to the width of whatever double wide he was moving, and took off. 1/2 an axle at a time is also easier to get under a house trailer. Never a break.
 
Well... you know sometimes you can fool a dummy.
Makes you wonder why they don't come with a loop on one side so you could lock them though... more for safety than theft...

Former member CEP worked where a lot of safety inspectors were around. He talked of wiring them so they can't unscrew.
I've had a few come loose. I leave one on the bucket link of my backhoe & when digging a ditch they loosen up. Lost one I never found. A zip tie works well to prevent.
I ponder if that padlock would serve as a weight to prevent the pin from rotating.

I've had numerous pins & keepers fall out. The snap over pins used on three point hitch attachments are worst. R pins on bottom of trailer pins, My backhoe has hooks use receiver hitches & 5/8 hitch pins, the R pins keep getting lost.
Worst damage was a bulldozer C frame, 2-1/2" diameter pin under the midsection of the crawler held in place with a 3/8" bolt. I didn't have a proper lock nut for the keeper bolt. Predictably, it fell out, allowed the C frame to swing sideways & track ruined the blade angle cylinder.
 
I would think that the lock rattling around like that would tend to loosen it rather than keep it tight. I don't like the threaded ones for that reason... I buy the ones with a hairpin...
